Artem Lytkin a3e84adab9 CachingFileLoader: keep the partial last block of the file
since 7e6405291 only full 64 KB reads get cached, so any read touching the
shorter last block of a file came back short. count blocks with
blocks_.size() too, so failed reads can't inflate the count until
MakeCacheSpaceFor loops forever. also stop read-ahead from asking the
backend for blocks past the end of the file.

Artem Lytkin 4c749a31cf Savedata: use PARAM.SFO's time as the save date in the dialog
GetSaveInfo() took the date from whichever file the directory listing
returned first, so a save whose ICON0.PNG is older than the rest showed
the icon's date in the save/load dialog. The savedata manager already
uses PARAM.SFO's time. Use that here too, keeping the first file as the
fallback when there's no PARAM.SFO.

Artem Lytkin dcf442349f Win32 debugger: show VFPU values, make the register list scrollable
PrintRegValue returned "N/A" for the VFPU category, and CtrlRegisterList
had its WM_VSCROLL case commented out, so only the rows that fit in the
window were reachable - about a quarter of the 128 VFPU registers. Print
the float the same way the FPU tab does, give the list a real scrollbar
with mouse wheel support, keep the keyboard selection in view, and reset
the position when switching tabs.

The category header hit test now uses the client rect so the tab
boundaries match what's drawn once the scrollbar takes its share of the
width. KernelThreadDebugInterface gets the same one-line fix for parity.

Artem Lytkin ec9eb7230e SDL: Open local files and folders with xdg-open on Linux
Since 1.20 the "Show Memory Stick folder" button and the log folder
button in developer tools call System_LaunchUrl with LOCAL_FOLDER or
LOCAL_FILE. The SDL implementation only handled macOS there, so on
Linux the click did nothing. Before that they went through the
SHOW_FILE_IN_FOLDER request, which already forks xdg-open.

Move that fork/exec into a LaunchXdgOpen helper and use it from both
places. The child now calls _exit after a failed exec so it doesn't
run the parent's atexit handlers.

Artem Lytkin 20e0185707 Win32 debugger: refresh the breakpoint list after memcheck changes
The list reloads on SystemNotification::DISASSEMBLY, which every CPU
breakpoint mutation in BreakpointManager has posted since 8d0d601b5, but
none of the MemCheck ones do, so a memory breakpoint added from the list
(or the disasm view's dialog, the ImDebugger, the WebSocket API) only
showed up after the next Break. The enable checkbox then toggled against
the list's stale copy of the memcheck, so re-enabling one it had just
disabled disabled it again. Post the notification from the memcheck
mutations too, and from the condition setters of both kinds, since the
list's cached copy also feeds the edit dialog.
