Add LoongArch64 CI build via QEMU chroot

Uses docker/setup-qemu-action to register the loong64 binfmt handler, then builds and runs unit tests inside a debian:sid container. Precompiled ffmpeg libraries already exist in ffmpeg/linux/loongarch64/ so no ffmpeg build step is needed. Co-Authored-By: Claude Sonnet 4.6 <[email protected]>
